Turning it off and on again wont do anything except except re-connect their outlook to an already broken cache. "Cannot start Microsoft Outlook. Cannot open the Outlook window. The set of folders cannot be opened. The information store could not be opened." Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
