I can add an event on Outlook online and it DOES pull it down to Emc. It just isn’t pulling the existing events down from the Outlook calendar. That will delete the local cache and resync the calendar with the server. Try "repairing the Outlook Calendar" to resync it with your online calendar which should fix that.
